A windgate is the same as a portal. They are sparkling blue. (Probably you know that a portal teleports you to another place.) You will encounter many of them (even one or two in the last level: level 13, the cemetery. usually you will find some of them for instance in pit traps, but occasionally you will find some, that teleport you to other places.
